Abstract

ABSTRAK Nama: Mohammad Sofyan Ferbriyanto NPM: 2116500031 Judul: Analisis Pola Perilaku Politik Pemilih Pemula dalam Pemilihan Presiden dan Wakil Presiden 2019 di Kecamatan Balapulang Kabupaten Tegal. Skripsi, Ilmu Pemerintahan Universitas Pancasakti Tegal . Pembimbing I: Drs. Sana Prabowo, M.Si dan pembimbing II: Unggul Sugiharto S.IP, M.Si. Pada setiap tahun pemilihan umum akan dilaksanakan, pasti akan menghadirkan kelompok pemilih pemula di saat pelaksanaan pemilihan umum tersebut. Kriteria dari pemilih pemula ini ialah warga negara Indonesia yang sudah genap berusia 17 tahun dan atau lebih atau sudah/pernah kawin yang mempunyai hak pilih, dan sebelumnya belum termasuk pemilih karena ketentuan Undang- Undang Pemilu. Untuk konteks pemilihan umum Presiden dan Wakil Presiden 2019 di Kecamatan Balapulang Kabupaten Tegal yang merupakan momentum untuk dapat menggunakan hak pilihnya secara langsung. Terdapat kelompok pemilih pemula pada Kecamatan Balapulang yakni sebanyak 5.703 pemilih pemula diantaranya yaitu 2.927 laki-laki dan 2.776 perempuan. Kecenderungan pemilih pemula yang telah beranggapan bahwa penggunaaan hak pilih ialah sesuatu yang penting. Tetapi, terdapat kecenderungan mereka menggunakan hak politik dengan berdasarkan kesamaan agama, kesamaan daerah, maupun atas dasar ketokohan dari kandidat. Tujuan adanya penelitian ini ialah agar dapat menggambarkan perilaku pemilih pemilih pemula dalam pemilihan Presiden dan Wakil Presiden 2019 di Kecamatan Balapulang Kabupaten Tegal. Manfaat dengan adanya penelitian ini ialah untuk bahan informasi ilmiah untuk peneliti lain yang ingin melihat perilaku pemilih pemula dalam pemilihan umum. Metode penelitian yang digunakan ialah jenis penelitian yang bersifat kualitatif. Responden penelitian ialah para pemilih pemula yang berada di wilayah Kecamatan Balapulang. Untuk bisa menggambarkan perilaku pemilih pemula dengan menggunakan 3 pendekatan yaitu adalah pendekatan Sosiologis, pendekatan Psikologis, dan pendekatan pilihan Rasional. Hasil penelitian menunjukkan bahwa dalam pendekatan Sosiologis pemilih pemula masih mempertimbangkan adanya kesamaan agama, mereka masih menilai bagaimana latar belakang pendidikan dari kandidat serta ada beberapa pemilih pemula yang masih terpengaruhi lingkungan sosialnya dalam menentukan pilihan pada kandidat. Pada pendekatan Psikoogis para pemilih pemula masih menggantungkan pilihannya pada para partai pendukung kandidat serta mereka melihat juga siapa saja tokoh-tokoh yang berada dibelakang kandidat. Pada pendekatan Pilihan Rasional mereka akan menjatuhkan pilihannya dengan berdasarkan visi misi yang ditawarkan dari para kandidat. Kecenderungan perilaku pemilih pemula dalam pemilihan Presiden dan Wakil Presiden 2019 di Kecamatan Balapulang Kabupaten Tegal yaitu lebih mengarah pada perilaku pemilih dengan pendekatan Psikologis. Pemilih pemula pada Kecamatan Balapulang dalam menjatuhkan pilihannya pada kandidat dipengaruhi oleh partai pendukung dari kandidat, dari partai yang mereka kagumi, serta dari tokoh-tokoh yang ada dibelakang kandidat. Dari semua responden menyatakan bahwa faktor-faktor tersebut berpengaruh besar dalam pilihan mereka. In each year the general election will be held, will certainly present a group of novice voters at the time of the election. The criteria of this novice voter is an Indonesian citizen who is even 17 years old and or more or has/has married who has the right to vote, and previously did not include voters because of the provisions of the Election Law. For the context of the 2019 Presidential and Vice Presidential elections in The District of Balapulang Tegal Regency which is a momentum to be able to use their suffrage directly. There is a group of novice voters in Balapulang Subdistrict, namely 5,703 novice voters, including 2,927 men and 2,776 women. The tendency of novice voters who have assumed that the use of suffrage is important. However, there is a tendency for them to exercise political rights based on religious similarities, regional similarities, or on the basis of the personality of the candidates. The purpose of this research is to be able to describe the behavior of novice voters in the 2019 Presidential and Vice Presidential elections in Balapulang District, Tegal Regency. The benefit of this research is for scientific information for other researchers who want to see the behavior of novice voters in the general election. The research method used is a type of research that is qualitative. The respondents of the study were novice voters who were in the district of Balapulang. To be able to describe the behavior of novice voters by using 3 approaches are Sociological approach, Psychological approach, and Rational choice approach. The results showed that in the Sociological approach of novice voters still considering the existence of religious similarities, they are still assessing how the educational background of the candidate and there are some novice voters who are still affected by the social environment in deciding the choice of the candidate. In psychoogical approach, novice voters still rely on the parties supporting the candidates and they see also who the figures behind the candidates are. On the Rational Choice approach they will drop their choice based on the vision of mission offered from the candidates. The tendency of novice voter behavior in the 2019 Presidential and Vice Presidential elections in The District of Balapulang Tegal Regency is more directed to the behavior of voters with a Psychological approach. Novice voters in Balapulang Subdistrict in dropping their choice on candidates are influenced by the supporting parties of the candidates, from the party they admire, as well as from the figures behind the candidates.
