Abstract
Some humans immediately complete the work given to him to avoid additional burden on the next job, but there are some people who delay to complete the work given to him for various reasons. They feel it is a common thing experienced and done by many people. They forget that delaying a job only temporarily shifts the load and will add to the burden on the next job. Procrastination also directly affects employee performance. The performance of employees viewed from the results of their work in quality and quantity in accordance with the duties and responsibilities given to him. The method that will be used in the achievement of the goal is a mix method. The use of qualitative data using case studies is expected to be deep and appealing to aspects that are rarely known by most people. Then a quantitative approach is used as a calculation of the attitude scale procrastination employment kelurahan employees in the district and the scale of employee performance attitude kelurahan in East Tegal district. Within six months is expected to have been changed in the performance of kelurahan employees in East Tegal district through Rational Emotive and Cognitive Behavior techniques, the data obtained can represent the performance of kelurahan employees in East Tegal subdistrict. The level of community satisfaction on the performance of kelurahan employees in East Tegal sub-district increased. Keywords: public services, satisfaction
