Abstract
The legal aspects of electronic land registration carried out by the Land Deed Making Officer (PPAT) through the partner account of the Tegal City Land Office in the transformation of the land registration system from a manual system to an electronic system are expected to increase efficiency, transparency and accessibility of land services in Indonesia. The aim of this research is to examine the legal environment for electronic land registration, identify the problems PPAT faces in implementing it, and assess the effectiveness of relevant regulations. This research uses a qualitative approach using descriptive analytical techniques, which includes interviews with PPAT and the Land Office, as well as a review of the regulations governing the electronic land registration system. Electronic land registration has a number of benefits, including increased administrative efficiency and openness of land data, but faces significant obstacles in implementation. The main barriers found include legal digital barriers such as poor technology infrastructure and inconsistent connections. This research also found that, although electronic solutions can simplify the land registration process, the most difficult obstacle is integrating technology with current procedures, as well as the readiness of the human resources involved. It is hoped that this research will help develop legal regulations and practices related to electronic land registration in Indonesia, as well as provide recommendations to policy makers on how to improve infrastructure and training for PPATs so that the system can be implemented more efficiently.
