Abstract

ABSTRACT The rise of the crime of murder is very necessary the role and duties of the authorities, one of which is the police. Various kinds of criminal cases have occurred, especially in this Tegal Regency. One of the interesting cases or cases is the criminal case of the murder of the girl in a sack. On August 9, 2019 residents discovered a body that had been left with bones and legs and hands bound in a sack in Cerih Village, Jatinegara District, Tegal Regency. This study aims to: (1) Determine the role of the Criminal Investigation Unit in uncovering the criminal act of killing a girl in a sack that occurred in the Tegal District Legal Area. (2) Knowing the obstacles and solutions of the Criminal Investigation Unit in uncovering the crime of killing a girl in a sack that occurred in the Tegal Regional Police Legal Area. This type of research is field research. The approach used is empirical juridical. Data collection techniques through interviews and documentation are then analyzed with qualitative data analysis. The results of this study indicate: (1) The role of the Criminal Investigation Unit in the Tegal Police jurisdiction is very important, due to the case of the discovery of a corpse by residents of Tegal district who had been decomposed in a sack and had only lived bones so it had to be revealed. (2) The obstacle in disclosing the discovery of the corpse is because the corpse has been decaying for around 4-5 months and the limitation of witnesses in the vicinity, because the place of discovery of the corpse is an empty house that has long been abandoned by its owner. The solution was for the police to call the victim's family, friends / playmates of the victim and the operational team / Resmob Tegal Police Station to check the latest IT / telecommunications of the victim and that's where the operational team / Resmob Police Station Tegal managed to uncover. Based on the results of this study it is hoped that the Tegal Police will increase counseling and guidance to residents regarding the dangers of committing criminal acts and sanctions that will be imposed on the perpetrators. Keywords: Role, Criminal Investigation Unit, Crime, Girl Murder, Sack. ===================================================================================================== ABSTRAK Maraknya tindak pidana pembunuhan sangatlah diperlukan peran dan tugas pihak-pihak yang berwenang salah satunya adalah kepolisian. Berbagai macam kasus kriminal telah banyak terjadi, khususnya di Kabupaten Tegal ini. Salah satu kasus atau perkara yang menarik adalah kasus pidana pembunuhan gadis dalam karung. Pada tanggal 9 Agustus 2019 warga menemukan jasad yang tinggal tulang belulang dengan kaki dan tangan terikat dalam karung di Desa Cerih, Kecamatan Jatinegara, Kabupaten Tegal. Penelitian ini bertujuan untuk: (1) Mengetahui peranan Satuan Reserse Kriminal dalam mengungkap tindak pidana pembunuhan gadis dalam karung yang terjadi di Wilayah Hukum Polres Tegal. (2) Mengetahui kendala serta solusi Satuan Reserse Kriminal dalam mengungkap tindak pidana pembunuhan gadis dalam karung yang terjadi di Wilayah Hukum Polres Tegal. Jenis penelitian adalah penelitian lapangan (field research). Pendekatan yang digunakan yuridis empiris. Teknik pengumpulan datanya melalui wawancara dan dokumentasi kemudian dianalisis dengan analisis data kualitatif. Hasil penelitian ini menunjukkan: (1) Peranan Satuan Reserse Kriminal di wilayah hukum Polres Tegal sangatlah penting, dikarenakan adanya kasus penemuan mayat oleh warga kabupaten Tegal yang sudah membusuk didalam karung dan sudah tinggal tulang belulang jadi harus terungkap. (2) Kendala dalam pengungkapan penemuan mayat ini adalah dikarenakan mayat sudah membusuk selama sekitar 4-5 bulanan dan keterbatasanya saksi saksi yang di sekitar, dikarenakan tempat penemuan mayat tersebut adalah sebuah rumah kosong yang sudah lama ditinggal pemiliknya. Solusinya adalah pihak kepolisian panggil keluarga korban, teman/ rekan bermain korban dan tim operasional/ Resmob Polres Tegal melakukan cek IT/ telekomunikasi terkahir korban dan di situlah tim operasional/ Resmob Polres Tegal berhasil mengungkapnya. Berdasarkan hasil penelitian ini diharapkan pihak kepolisian Polres Tegal agar meningkatkan penyuluhan dan pembinaan terhadap warga mengenai bahaya melakukan tindak pidana dan sanksi yang akan dijatuhkan kepada pelaku.
