Abstract

This research has good and clear goals and has the right direction and goals based on the research problem. The objectives in this study are 1) Describe the application of the authority to impose sanctions and the right of self-defense by Civil Servants (PNS) related to improving employee performance according to Law Number 5 of 2014 concerning the Law on State Civil Apparatus, 2) Describe the factors the application of the authority to impose sanctions and the right to defend oneself by Civil Servants (PNS) related to improving employee performance according to Law Number 5 of 2014 concerning the Law on State Civil Apparatus. The study uses qualitative research methods that are used to examine natural conditions of objects. Purposive data source sampling. Triangulation techniques (combined), data analysis is inductive / qualitative. Data collection techniques include 1) Interviews, 2) Observation, and 3) Documentation. The role of researchers as instrument researchers is very dominant because in the hands of researchers themselves will determine the quality of research results. Discussion and analysis can be concluded 1) The process of imposing disciplinary administrative sanctions for Civil Servants is contained in Law Number 5 of 2014 concerning State Civil Apparatus in paragraph 11 article 86. If Civil Servants continue to violate then dismissal or dismissal will be conducted. In accordance with paragraph 12 regarding dismissal in articles 87 and 2) Application of the authority to impose sanctions and the right to defend themselves by Civil Servants (PNS). Imposing administrative sanctions in the form of a warning against the discipline of Civil Servants having an impact on the Civil Servants concerned as well as others where they do not repeat the disciplinary deeds.
